Toward the end of the Meiji period, the volunteers of the Nishi-Kawada area began to plan the cultivation of paddy rice as an alternative to the declining production of Awa indigo, and began to discuss the construction of a water supply system (the present-day Kawada Arable Land Improvement District) by pumping water from the Yoshino River. The project was completed in 1914. Subsequently, improvements were made to the waterway and the water source was moved to Iwatsufuchi, where it remains today. The original head of the association was Denjiro Huangda, and the inscription is by his son Shozo, with the characters written by Tomitaro Fukunaga.
